The world body’s general secretary, Senegalese Fatma Samoura, was named in a newly-created role of “FIFA General Delegate for Africa” in a surprise move. Addressing the Fifa boss as “Mr Infantino” – rather than acknowledging his formal title – Ceferin said he could not support the planned six-month appointment “even with the best will in the world.” Ceferin said that he had only been notified of the plan at 1.50am on Thursday morning with a demand for Fifa’s 37-member ruling council to back it by 10.30. The Slovenian said: “I cannot be expected to have your proposal examined by UEFA’s legal team or consult the European members of the FIFA Council on a subject of such great importance in such a short time. STARK DIVIDE “Never in the history of our institutions has the FIFA Secretary General been placed on secondment to take control of a confederation, even with the latter’s consent.” Ceferin said the appointment of Samoura, nominally the senior member of Fifa’s legal organisation, provoked conflict of interest fears. Uefa see the move as little more than a blatant power grab by Infantino. He added: “This is not the type of decision to be taken lightly and in haste. “At this stage, I am not in possession of enough information or assurances on this subject to be able to approve the proposal, “Without our legal analysis, I am not at liberty to approve the proposal you put forward.” The issue reopens the stark divide between Uefa and Fifa, which saw relations between Infantino and Ceferin hit an all-time low over the planned new expanded Club World Cup, forced through against the wishes of European football. Uefa believe Infantino has used the instability in Africa to make his pitch, in a decision which also diminishes Samoura, Fifa’s highest-ranked female official. Esperance celebrate what they thought was winning the CAF Champions League final against Wydad Casablanca – but the tie will be replayed In comes with African football split along language lines, with the English-speaking nations heavily at odds with those for whom French is the mother tongue. The problems were exacerbated when a failure to install HawkEye VAR technology at the second leg of the African Champions League Final between Tunisian side Esperance and Morocco’s Wydad Casablanca. When Casablanca had a “goal” wrongly disallowed for offside – the VAR system had been lost in transit and was not operational – they refused to play on. The game was abandoned and awarded to the home side in line with regulations but at an emergency meeting of African football bosses in Paris earlier this month ordered a replay on neutral territory. That issue was compounded the following day when Ahmad, from Madagascar, was arrested in his Paris hotel over corruption allegations. The schism among African bosses saw one of them threatening to sue another over a vicious argument on a WhatsApp message thread which forced Ahmad to shut the group down.
